Judge Bars N.J. Claim to Liberty, Ellis Islands

JERSEY CITY, N.J. — A lawsuit contending that historic Liberty and Ellis islands belong to New Jersey rather than to New York state was dismissed today by a state judge.
Superior Court Judge Burrell Ives Humphreys said that U.S. Rep. Frank J. Guarini and other New Jersey residents who brought the suit did not have the legal interest to do so because they were not personally harmed. The judge also said that the doctrine of sovereign immunity prevents the individuals from suing the state and that he lacks the jurisdiction to settle such a dispute.
