Long Beach : Anti-Scalping Ordinance

The City Council voted unanimously Tuesday to have an ordinance drawn up that would severely restrict ticket scalping in Long Beach.
The proposal, similar to a law in Los Angeles, would make it illegal to resell a ticket on any street, sidewalk, park or any other public place.
Under California law, the resale of tickets at an inflated price is illegal when done on the grounds of an arena, stadium or other venue. Nonetheless, legal officials say, the law is extremely difficult to enforce because authorities must prove that a scalper purchased tickets solely for resale.
The Los Angeles law, meanwhile, takes those anti-scalping restrictions a step further, making it illegal to resell a ticket for any reason or at any price outside a sporting event or concert.
