Pass-to-Play: Passed and sent to the governor on a 67-6 vote a bill (AB 2613) by Assembly Speaker Willie Brown (D-San Francisco) to require public school students in grades 7-12 to maintain a C average in order to be eligible for such extracurricular activities as sports, drama and band.

AIDS: Passed and sent to the Senate on a 65-5 vote a bill (AB 4250) by Assemblyman John Vasconcellos (D-Santa Clara) designed to encourage development of an AIDS vaccine. The bill would provide $6 million in state funds for testing, commit the state to spend $20 million to purchase 1 million doses, and limit the liability of manufacturers.

Tour Bus Drivers: Passed and sent to the Senate on a 65-1 vote a bill (AB 3666) by Assemblyman Tom Hayden (D-Santa Monica) to increase state licensing requirements for tour bus drivers. For example, such drivers would have to pass both written and behind-the-wheel tests before they could operate the vehicles. The bill was sparked by a recent incident in which a gambling tour bus plunged into the Walker River and killed 22 Southern California senior citizens.

Whistle-Blowers: Passed and sent to the Senate on a 58-0 vote a bill (AB 1916) by Assemblyman Larry Stirling (R-San Diego) setting fines of up to $10,000 and/or up to one year in jail for state and local government officials who threaten or punish employees for exposing waste, wrongdoing or public health threats.

Senate Floor Action: Spanking: Passed and returned to the Assembly for concurrence in amendments on a 21-12 vote a bill (AB 1617) by Assemblyman Sam Farr (D-Carmel) to outlaw spanking for disciplinary purposes in the public schools.

Flood Aid: Passed and sent to the Assembly on a 27-0 vote a bill (SB 2609) by Sen. Leroy Greene (D-Carmichael) to provide $110 million for state flood aid to victims of the the heavy February rainstorms in Northern California.

Committee Action: Smoking: The Senate Education Committee approved a bill (AB 4085) by Assemblyman William J. Filante (R-Greenbrae) to prohibit smoking by students on high school campuses. A 6-2 vote sent the bill to the Senate floor.
