Staten Island Terminal to Get $384-Million Face Lift

NEW YORK — The city plans to give the Staten Island Ferry terminal a $384-million face lift that includes a 60-story skyscraper topped with a glass-domed observation deck and restaurant, Mayor Edward I. Koch announced last week.
