The operator of the Three Mile Island nuclear plant said in Harrisburg, Pa., that it wants to boil 2.1 million gallons of leftover radioactive water and release the steam. GPU Nuclear Corp. said the level of radiation involved is small and well within federal guidelines, but a citizens’ watchdog group questioned its health effects. GPU has asked the Nuclear Regulatory Commission for permission to begin the $10-million plan next summer. About 1 million gallons of water were contaminated during a March, 1979, accident.
