MOSCOW — Foreign Minister Eduard A. Shevardnadze will follow up his talks in Washington next month with the first Soviet foreign minister’s visit to Canada in 17 years and the first ever to Mexico, diplomats said today.
Mexican and Canadian diplomats said that the precise dates are still being negotiated but that both visits will be two or three days. The most likely dates are late September for the visit to Canada and early October for the talks in Mexico, diplomats said. Shevardnadze is to meet Secretary of State George P. Shultz in Washington on Sept. 19-20 to discuss a superpower summit.
