Carl E. Powell, a senior vice president at the Federal Reserve Bank of San Francisco, has been appointed first vice president and chief operating officer of the bank. He replaces Richard T. Griffith, who resigned June 30 to join Bank of America.
As first vice president, Powell will be responsible for all operating and financial services activities of the San Francisco Fed’s five offices in San Francisco, Los Angeles, Salt Lake City, Seattle and Portland, Ore. Additionally, he will be responsible for computer services, administrative services, personnel and protection activities for the 12th District of the Federal Reserve System.
