Afghan rebels armed with anti-aircraft weapons appear to have driven back a major offensive by Soviet-backed troops, Western diplomats said in neighboring Pakistan. They said the rebels’ effective use of anti-aircraft fire has cut Soviet air cover for ground forces in Logar province, keeping the troops at bay. Both sides reported heavy fighting last month in Logar, about 15 miles south of Kabul.
