Mexican federal authorities have detained 11 state judicial policemen in Guadalajara for questioning in the alleged torture of a U.S. drug agent last week, sources in Mexico City and Washington said. U.S. officials have charged that Jalisco state police tortured Drug Enforcement Administration agent Victor Cortez Jr. He was picked up along with a Mexican informant last week by police in the state capital, which is known to be a haven for drug traffickers. The United States has accused the Mexican police of “unprovoked, brutal and criminal acts against an American official accredited to the government of Mexico.”
