Sen. Lowell P. Weicker Jr. (R-Conn.) became the first Republican to oppose the nomination of William H. Rehnquist for chief justice of the Supreme Court. In a speech on the Senate floor, Weicker said he could not vote for Rehnquist because the jurist has rendered decisions based on philosophy rather than justice.
