Homeless activists said they were recruiting residents of New York City shelters and welfare hotels to march and stage sit-ins to demand better conditions. “We are going to turn ourselves into a weapon and use that weapon to get better housing,” Chris Sprowal, Philadelphia-based chief of the National Union of the Homeless, said at a news conference announcing formation of a New York branch of the group, which claims 10,000 members. Sprowal said job training and permanent housing are primary goals.
