The Senate, for the second time this week, refused to approve $200 million more in aid for the Philippines. The vote was 57 to 41. On Monday, the Senate rejected the emergency aid bill, 51-43, after Senate Minority Leader Robert C. Byrd (D.-W.Va.) proposed to take the money from other foreign aid accounts. Byrd tried again, unsuccessfully, by proposing to take the funds from an economic aid package for four Central American countries.
