Anaheim : Panel Upholds Beam on Complaint About Roth

The county Fair Campaign Practices Commission has ruled that a campaign mailer sent by Anaheim Mayor Donald R. Roth contained false or misleading statements about his opponent in the race for county supervisor.
The commission agreed Thursday night with the argument of Orange Mayor Jim Beam, Roth’s opponent, that the mailer questioning why Beam would authorize a study on putting a freeway route through a residential community wrongly implied that Beam had the power to authorize such a study.
Beam argued that he was but one member of the county Transportation Commission and that no individual member could authorize a study of the type referred to in the Roth mailer.
