The No. 2 man in the Los Angeles Harbor Department said he will resign his $100,495-a-year post in January. Jack Wells, who twice was bypassed for the port’s top ranking job during his 13 years with the department, has served as chief deputy director since 1979. While some port officials speculated the resignation resulted from his sometimes-rocky relationship over the years with members of the governing Board of Harbor Commissioners, Wells said he is resigning to pursue other job opportunities. He will collect $46,000 a year in retirement benefits.
