House Democrats said the United States should comply with the unratified second strategic arms limitation treaty and that they will make that stand a major part of their national security program in the next Congress. The Democrats made the decision at a party caucus. The Reagan Administration ended compliance with the treaty, known as SALT II, two weeks ago. The Soviets have since said they will continue to abide by the 1979 treaty. Rep. Norman Dicks (D-Wash.), leader of the party move, said a measure to force U.S. compliance would likely face a veto by President Reagan.
