Officials said they believe they have recovered remains of all four victims of an explosion and fire aboard a barge at a Potomac River petroleum facility at Piney Point, Md. A spokesman for Steuart Petroleum Co., which owned the barge, said it was hard to be certain because only parts of bodies were found and they have not been identified. The spokesman said that a board of inquiry has been called to investigate the accident. The victims, all Steuart employees, had been transferring aviation fuel residue to a truck. Authorities said they believe vapors ignited.
