Soviets Agree to Prompt Notification on Nuclear Accidents

HELSINKI, Finland — The Soviet Union on Wednesday signed its first bilateral accord requiring speedy notification of nuclear accidents since the Chernobyl disaster sent a cloud of radiation across Europe.
The agreement with Finland was signed by visiting Soviet Premier Nikolai I. Ryzhkov and his Finnish counterpart, Kalevi Sorsa.
In the agreement, the Kremlin commits itself “to notify (Finland) as soon as possible of any nuclear accident” that may spill radiation across the countries’ common border.
