Dealing With Heavy Traffic

I’m disappointed in Caltrans.
It advocates car pools and ride sharing to reduce congestion on our already over-crowded freeways.
Yet it eliminated the car-pool lane to the on-ramp from Alton Parkway in Irvine to the San Diego Freeway, northbound. Why?
It was a two-lane ramp, the left hand lane was for car pools, the right-hand lane, single occupant with light control, “one car per green.” No more car-pool incentive.
Couldn’t the same thing have been accomplished by changing the light for the right-hand lane to “two cars per green” and retained the left hand “car pool lane?”
