Philip Young, 76; Ex-U.S. Envoy to the Netherlands

ARLINGTON, Va. — Philip Young, former chairman of the U.S. Civil Service Commission, past dean of Columbia University’s Graduate School of Business and a one-time U.S. ambassador, has died after a heart attack. He was 76.

Young, who lived in Great Falls, Va., and Van Hornesville, N.Y., died Jan. 15 at an Arlington hospital.

He began his government career in 1934 with the Securities and Exchange Commission, where he was a business economist and analyst. Four years later, he joined the Treasury Department and became an assistant to Treasury Secretary Henry Morgenthau Jr.

After serving in the Navy during World War II, Young became dean of Columbia University’s business school in 1948. In 1953, he was named head of the Civil Service Commission. President Dwight D. Eisenhower named him ambassador to the Netherlands in 1957.
