WARSAW — A man from Tarnow, southern Poland, paid 15 cents for a lottery ticket and won a record $129,000, the Warsaw daily Zycie Warszawy said Monday. The lottery is usually drawn weekly but the prize money had accumulated over 22 weeks, during which there was no winner. The winnings are not taxed.
