Haitians Expected to OK New Constitution

PORT-AU-PRINCE, Haiti — A new constitution designed to try to prevent a return to the kind of brutal dictatorship that ruled Haiti for 29 years is expected to get overwhelming approval from the nation’s voters Sunday.
All major political groups and the powerful Roman Catholic Church have urged followers to vote “yes” on the new charter, although some groups expressed reservations about some of its provisions or omissions.
The constitution would impose a 10-year ban on political activity by supporters of ousted President-for-Life Jean-Claude Duvalier and those who held office during the Duvalier family reign.
