Smoking was totally banned throughout all buildings occupied nationwide by the Department of Health and Human Services, the federal government’s largest agency. The agency has an estimated 120,000 employees and has contact with the public in hundreds of buildings throughout the nation. The department includes the Social Security Administration, the Public Health Service and the sub-agency that oversees the Medicare and Medicaid programs.
