San Clemente : Council Given Proposed Budget of $28 Million

A proposed budget of $28,170,000 for the fiscal year starting July 1 has been presented to the City Council by City Manager James B. Hendrickson, who said the figure is more than $1 million less than the current budget.
There are some services that should be beefed up, such as the police and fire departments, Hendrickson said, “but we just won’t be able to afford” increases in personnel.
He said that a fairly substantial increase in revenue from developer fees had been anticipated but had not materialized, probably because of the city’s relatively new low-growth policies.
All in all, Hendrickson said, the proposed budget will represent a “continuation of the current level of services” provided for citizens.
