U.N. Secretary General Javier Perez de Cuellar, speaking at the opening of the annual summit meeting of the Organization of African Unity in Addis Ababa, Ethiopia, said Africa is in “real danger” of political and social instability unless it receives more foreign financial aid at easier terms. He said that black nations of the continent, now burdened by a $200-billion debt, had a $19-billion trade deficit last year because of low commodity prices. The OAU elected President Kenneth D. Kaunda of Zambia as its chairman for the next year.
