Suriname’s voters overwhelmingly approved a draft constitution designed to end 7 1/2 years of military dictatorship in the South American nation and serve as a framework for November elections. Commander in Chief Desi Bouterse said that nearly 100% of the voters approved the constitution. The military has governed Suriname since 1980, when Bouterse led a coup in the former Dutch colony. Elections for the 51-member National Assembly that will select a new president will be held Nov. 25, he added.
