Pacific Telesis said that up to 15 million shares of its cellular and paging unit will be offered to the public at an initial offering price between $19 and $22 per share, or a total of $285 million to $330 million. If all 15 million shares are sold, public stockholders will own 12.5% of the company, a spokeswoman said. But Pacific Telesis’ 105 million Class B shares give it 98% of the combined voting power of the two classes of stock.
