Taiwan’s Nationalist government, elaborating on its decision to allow its citizens to visit relatives in China, said registration for would-be travelers will start Nov. 2. The party agreed earlier this week to lift a 38-year ban on travel to the mainland for Taiwanese with relatives in China, with the exception of civil servants and military personnel. Several groups criticized the new policy as too restrictive.
