Pomona : Interim City Administrator

The City Council this week appointed Marshall Julian, a retired city administrator with 39 years of experience, to serve as interim city administrator. Julian will start work next week, replacing Ora Lampman, who will retire Saturday after 11 years as city administrator.

Julian retired in 1982 after serving as city administrator of San Bernardino for 11 years. Before that, he was city administrator of Lakewood for nine years. Since retiring, Julian has served brief stints as interim city administrator in Banning and Moorpark.

Julian was one of five candidates who interviewed with the City Council in executive session Monday and Tuesday. According to Councilman Mark A. T. Nymeyer, the council was split in its first vote. Mayor Donna Smith and Councilwoman Nell Soto favored Julian, and Nymeyer and Councilman E. J. (Jay) Gaulding favored another applicant, whom Nymeyer declined to name.

Nymeyer said he then told the council that he had no objection to Julian and would join Smith and Soto in supporting him. “I said, ‘I’ll gladly go with the ladies,’ ” Nymeyer said, adding that Gaulding also favored Julian on the second vote.

Julian will run the city for two to three months while the firm of Korn/Ferry conducts a nationwide search for a permanent successor to Lampman, said City Atty. Patrick Samson.
