Cambodian peace talks hit a snag when Prime Minister Hun Sen called on Prince Norodom Sihanouk, exiled resistance leader, to disarm one of his guerrilla partners, the Communist Khmer Rouge. The two met in a hotel near Paris and quickly disagreed on Hun Sen’s proposal, which linked the disarming of the Khmer Rouge to the withdrawal of Vietnamese forces, which support Hun Sen’s regime.
