John R. Barnes has been named vice president of water resources engineering for Irvine-based Robert Bein, William Frost & Associates, a civil engineering, land planning and surveying firm. Barnes, who has been with Bein, Frost since 1976, was formerly senior director of the company’s water resources engineering department. His new duties include management of water transmission and distribution system projects.
