The Treasury Department announced a move to accommodate people who get a middle-of-the-night yen to buy a U.S. savings bond. Now all you need is a telephone and a credit card. Beginning May 3, the government will accept VISA or MasterCard numbers on its toll-free number: 1-800-US-BONDS. Subject to credit limits, callers can buy Series EE bonds around the clock in denominations ranging from $50 to $10,000.
