A gun battle between rival political factions left one person dead during parliamentary by-elections in India that are widely viewed as a referendum on Prime Minister Rajiv Gandhi’s government. Despite the death in northern Haryana state, All-India Radio called the voting “by and large peaceful.” Results are expected today in the balloting, including the vote in Allahabad, where Vishwanath Pratap Singh, a former Gandhi Cabinet minister, has challenged Gandhi’s candidate in the prime minister’s ancestral city.
