A U.N. special envoy said in Bangkok, Thailand, that he has drafted a comprehensive plan for peace in Cambodia and has reached “general agreement” among the concerned parties to work toward a settlement. Envoy Rafeeuddin Ahmed said he gave a working paper for the accord to Thai Foreign Minister Siddhi Savetsila for distribution to foreign ministers of the Assn. of Southeast Asian Nations, scheduled to open their annual meeting in Bangkok today. Ahmed confirmed that the document calls for an international peacekeeping force that would monitor cease-fires and withdrawals of troops, but he declined to go into detail. He said copies have also gone to Vietnam’s Foreign Minister Nguyen Co Thach, Cambodia’s Premier Hun Sen and the Cambodian guerrilla coalition.
