Balloting to choose Chile’s president for the 1989-97 term will take place within 90 days, President Augusto Pinochet told a rally of his supporters in Talcahuano, a port 330 miles south of Santiago, the capital. Pinochet, a military general who has ruled Chile since a coup in 1973, is considered the most likely candidate. The balloting will consist of a yes-or-no vote on a single candidate nominated by the heads of the three armed services and the national police. Pinochet did not mention a specific date for the vote.
