Cuba Denies Accord on Angola

UNITED NATIONS — A Cuban official today denied that agreement was reached in principle for Cuba to withdraw its troops from Angola. The statement contradicted a U.S. announcement Wednesday of a basic agreement to end the 13-year-old civil war.
“I would say it is not precise to say that an agreement has been reached on the withdrawal of Cuban troops,” said Alcibiades Hidalgo, a member of the policy-making Central Committee of Cuba’s Communist Party. He did say that “substantial progress” had been made during three days of talks in New York.
