Sino-Soviet Cambodia Talks Seen

HONOLULU — The Soviet Union and China, in what may be a significant step toward ending the decades-long split between the two major Communist powers, have agreed to special talks by the end of August on resolving the war in Cambodia, according to informed sources.
Secretary of State George P. Shultz, stopping here after a tour of Asia, was told of the impending talks during his visit to Beijing last week, the sources said. The Chinese also told Shultz, and other recent visitors, that a positive Soviet role in arranging a negotiated settlement in Cambodia has become their only condition for setting a summit meeting soon with Soviet leader Mikhail S. Gorbachev and senior Chinese leader Deng Xiaoping.
The Soviets have long insisted that the situation in Cambodia is the responsibility of their ally, Vietnam, with Moscow playing only the role of friend and adviser.
