The San Onofre nuclear power plant near San Clemente purchased 16 circuit breakers manufactured by one of six California companies under investigation for allegedly labeling used breakers as new, a Southern California Edison Co. spokesman said. The breakers, bought from the North Hollywood-based California Breakers, had been designated for use in the plant’s reactor area, but were never installed or tested, said Richard Rosenblum, manager of quality assurance for the utility, which owns the nuclear power facility. The devices will be turned over to the federal Nuclear Regulatory Commission, which is conducting an investigation, Rosenblum said.
