Laguna Council Approves Hiring Area for Laborers

The Laguna Beach City Council voted Tuesday to set aside a parking lot on Laguna Canyon Road for use as a hiring area for day laborers and to provide temporary transportation for the workers.
The council unanimously approved the plan, which was proposed by City Manager Kenneth C. Frank in hope of alleviating problems caused by the dozens of workers who now congregate daily near a convenience store on North Coast Highway.
Business owners have complained that the workers intimidate their customers, while residents have told of trespassing and urination in public.
The parking lot the city will set aside is in a non-residential area about a mile and a half up Laguna Canyon Road from Main Beach, midway between the Big Bend curve and the Laguna Festival of Arts building.
The city leases the lot to provide parking during the summer arts festival.
