In a series of announcements, the PUC said it will look into the competition and quality offered by the state’s 83 cellular radiophone companies; allowed independent pay-phone owners to keep 6 cents of the cost of each coinless, calling-card call; ordered major local phone companies whose customers place these calls over other firms’ phones to develop a repayment plan, and granted AT&T; permission to offer high-volume discounts on its commercial WATS service within the state. WATS discounts have not been allowed in California.
