‘Handcuffed Higher Education’ and State Limits on Spending

The editorial brings out the point of the problems, financial and environmental, facing the state systems.
Back when the world was flat--remember--we had a different system of financing education, and our quality system of education was cheap. People paid up quietly and I believe were satisfied. Then our state leaders of the ‘60s noticed the size of the funding. We do not have that secure funding anymore.
Not only that, our leaders squeezed the citizens so much that the citizens were forced to enact something legally. The Gann limit, if lifted, must be replaced by something more substantial than the posing and posturing of our politicians and bureaucrats.
