Manchester Development Corp. in Irvine and Vistar Financial Ltd. Inc. in Marina del Rey said it would bebbuilding the Plaza at 17th this month, a shopping center at the Costa Mesa Freeway and 17th Street in Tustin.
The $7.2-million project will include three buildings totaling 35,000 square feet.
Manchester is the development arm of Fidelity National Financial, an Irvine title insurance company.
