50% Pay Raise for Federal Officials

We are told that a 50% pay raise for senior government officials, members of Congress, and federal judges is necessary to attract and keep the best leaders.
Does this mean that a raise will assure us of more leaders of Dan Quayle’s and Ronald Reagan’s intellectual caliber?
