PacTel Joins Consortium: Pacific Telesis said it has joined a consortium that will apply for a license to construct and operate a cellular telephone system in West Germany. Pacific Telesis would have a minority stake in the venture--the exact size still is being negotiated--while Mannesmann Kienzle, a German firm, will hold the majority position. Three other consortiums also are bidding for the license. Officials of San Francisco-based Pacific Telesis, the parent of Pacific Bell, said the company is trying to increase its presence abroad.
