Vice President Salvador Laurel of the Philippines formed an alliance with supporters of ousted ruler Ferdinand E. Marcos at the revival of the Nacionalista Party that brought Marcos to power in the 1960s. Marcos has been hospitalized in Hawaii since Jan. 15 with respiratory and lung ailments. Laurel, who was among opposition leaders during the Marcos years, has split with President Corazon Aquino over her handling of the Communist insurgency in the Philippines and other issues.
