Measure to Protect Seals

BRUSSELS — The European Commission on Thursday proposed to extend for an unlimited period its five-year-old ban on imports of seal pup skins. The commission, the executive body of the 12-member European Community, said its decision was based on the Norwegian government’s announced intention to resume seal pup hunting as soon as the ban expires.
