Canada’s transport minister, saying the country’s confidence in air safety has been shaken, said the government will create a new safety investigative board and will order a review of a 1985 plane crash that killed 248 U.S. service personnel and crew members. Benoit Bouchard said the inquiry is needed because of the controversy surrounding the Canadian Aviation Safety Board and its handling of the Arrow Air charter line disaster, Canada’s worst aviation accident. The board’s majority report last year said ice buildup on the wings caused the crash. But four board members rejected that conclusion, saying a bomb could have caused the disaster.
