While lawyers haggle over a controversial coal-powered cogeneration plant in Hanford, construction crews began pouring the concrete foundation for the $43-million facility. GWF Power Systems Inc. officials said they have permits that legally allow them to build the power plant, despite intense public opposition and litigation against the project. Fresno County Superior Court Judge Frank Creede could order construction halted after reviewing the case. The city of Hanford has banned construction of all coal-fired industry within its boundaries, and GWF is suing to overturn that ban. The court ordered GWF to post a $300,000 bond before it could proceed with construction. The bond money will be used to tear down anything built if the company loses its suit.
