Police in Whitely Bay, England, charged Robert Sartin, a 22-year-old civil servant, with murder in a shooting spree that killed one man and wounded 14 others in Monkseaton, a suburb of the northeast coastal town. He allegedly killed Kenneth Mackintosh, 41, during a 15-minute shooting rampage with a shotgun. Four of the 14 wounded remained hospitalized. The motive for the shooting was not disclosed. Sartin, described by a neighbor as “always a nice boy,” is to appear in court today.
