SEATTLE — An initiative to slow downtown growth passed easily, surprising both supporters and opponents and leaving backers of the measure ecstatic.
“We have won on the first try, which I think is remarkable,” said Ted Inkley, chairman of the campaign for the Citizens Alternative Plan.
Initiative 31, known as CAP for Citizens Alternative Plan, won 62% approval at the polls Tuesday. With 98% of precincts reporting, the vote was 42,007 to 25,958. A simple majority was required for passage. The plan would limit the height and density of downtown buildings for the next 10 years while a long-range growth management plan is adopted. It is exempt from City Council amendments for two years.
