$3.5-Billion Funding Bill Signed by Bush

WASHINGTON — President Bush signed into law Friday a $3.5-billion emergency appropriations bill that provides funds for several social programs, including food stamps, foster care, guaranteed student loans, veterans compensation and pension programs.
The legislation also provides emergency funding for such programs as veterans’ medical care, refugee assistance and U.S. peacekeeping activities.
In addition, the President signed legislation extending until April 1, 1990, the authorization for the nation’s Strategic Petroleum Reserve. The bill requires the energy secretary to study alternative arrangements for expanding the reserve to 1 billion barrels.
